One more step homeward.

Know how to buy a home in Israel — and what to buy. Free tools to check the numbers yourself, honest guidance on where to live and invest, and one team for everything else: attorneys, a mortgage broker, and vetted new-construction projects.

Most people selling apartments in Israel start with the apartment. We start with what you need to know.

A home in Israel is one of the biggest decisions your family will make, from thousands of miles away. Our job is to make you a confident buyer first. When you're ready, we make buying simple.

  1. Step 1: Learn how it works

Free webinars and calls on the process, the costs, and how Israeli law protects buyers, in plain English.

  2. Step 2: Find the right area

We identify the areas worth living and investing in, and show you the reasoning, not just the answer.

  3. Step 3: Check it yourself

Free tools to test the numbers, compare areas against your priorities, and see what to verify before signing.

  4. Step 4: Buy through one team

When you're ready: attorneys, a mortgage broker, and vetted new-construction projects, all in one place.

Don't take our word for it. Check it yourself.

Five free tools we use with every buyer. No sign-up, nothing saved or sent: just your numbers and your priorities.

Want help filling them in? Book a call and we'll go through them with you.

How much cash do you need?

Enter a price in dollars and your situation to see the down payment, taxes, and fees you'll need in cash, in dollars and shekels. Defaults are typical estimates: replace them with real quotes as you get them. Nothing is saved or sent.

Your situation

3The mortgage

100%

Banks lend against the lower of price and appraisal. Appraisals often come in below the price, and you cover the gap in cash.

75%

Up to 75% for your situation. Your bank may approve less depending on income.

4Purchase tax (mas rechisha)

Depends on the price and your status: a first home, an oleh's benefits, or an additional home are taxed differently, and the brackets change every January. Your attorney or the Israel Tax Authority's purchase-tax simulator gives the exact figure in shekels; enter its dollar value here. We'll calculate it with you on a call.

5Fees and closing costs

Usually none when buying new from the developer

Ask your bank or broker

A professional check for defects

An educational estimate, not financial, tax, or legal advice. Israeli costs are paid in shekels, so the dollar amounts move with the exchange rate. Loan limits shown are typical maximums; your bank decides based on your income and circumstances. Always confirm figures with a qualified mortgage broker and attorney before you commit.

The right area matters more than the right floor plan.

You can change a kitchen. You can't change a neighborhood. Before we talk about any apartment, we help you work out where your family should be, as a home or an investment, and we show you why.

What we look at in every area

Community
Where the community you want to live in is, and where it's growing.
Schools and services
Education, healthcare, and the everyday things a family relies on.
Transport and plans
Today's commute, and the infrastructure the government has planned.
New-construction supply
How much is being built, and whether it matches what buyers want.
Demand
Who buys and rents in the area, and why, which matters if you'll rent it out.
Price in context
What you pay compared with the area around it and its outlook.

Picture your life in Israel.

Every region offers a different life: the sea or the hills, a big city or a close-knit community. Explore the regions our buyers ask about most, then add the ones you like to your comparison.

Jerusalem

The capital, in Jerusalem stone.

  • History on every street, and the heart of Jewish life in Israel
  • English-speaking communities in many neighborhoods, with shuls, schools, and services to match
  • Limited land and lasting demand shape the housing market

Often a good fit for

  • Families
  • Religious life
  • Long-term home

Two starting points. One direction.

Whether you're packing boxes or planting a first foothold, the questions are the same, and so is the answer: understand it first, then decide.

You're ready to make Aliyah

You've decided to come home. Now you need the right home, in the right place, for the right reasons.

  • The Aliyah benefits that relate to buying a home, and your rights as a buyer
  • Where to live and why: community, schools, shul, commute, lifestyle, budget
  • A clear order of steps, so the move and the purchase work together

You're not ready for Aliyah — yet

Buy now as an investment and a first step toward Israel, on a timeline that suits your family.

  • Which areas make sense as an investment today and a home tomorrow
  • How to analyze a unit: costs, payments, rental potential, and risk
  • How Israeli law protects your payments while the building goes up
Talk to us about your plans

When you're ready to buy, one team does the rest.

Buying from abroad usually means juggling strangers in another language. We bring everyone you need into one conversation.
  • Area and investment guidance

We identify the areas worth your attention, explain the reasoning, and help you run the numbers on any unit.

  • Israeli real-estate attorneys

Attorneys we work with who represent you, not the developer: contract, specification, guarantees, and registration.

  • A mortgage broker

Help comparing Israeli bank offers as a foreign resident or new oleh, from approval in principle to signing.

  • Vetted new-construction projects

Projects we've checked before we show them to you: the developer, the location, the guarantees, and the terms.

Buying new construction in Israel, step by step.

The process differs from what you know at home. Here is the path, in order, and where we help.

General information, not legal advice. For further reading, see Nefesh B'Nefesh's guide to purchasing an apartment in Israel (opens in a new tab).

  1. Step 1: Set your goals and budget

Decide what the home is for (living, investing, or both) and budget for more than the price: purchase tax, legal fees, upgrades, and furnishing.

  2. Step 2: Get mortgage approval in principle

If you're financing, the bank's approval in principle (ishur ekroni) comes first. Buyers living in North America are usually asked for tax returns and credit history.

  3. Step 3: Choose the area

Community, schools, commute, future development, demand. Compare the areas you're considering with the area fit finder.

  4. Step 4: Shortlist vetted projects

Compare developers, locations within the area, specifications, and payment terms. Visit if you can, or tour remotely with us.

  5. Step 5: Check the plans and the paperwork

Your attorney confirms land rights, zoning, and permits. An engineer or architect can review the plans and specification. Ask for layout changes early.

  6. Step 6: Reserve the apartment

Developers often take a reservation fee to hold a unit while the contract is prepared. Speak to your attorney before signing any preliminary document (zichron devarim).

  7. Step 7: Negotiate and sign

Negotiate price and terms, then sign with your attorney beside you. A warning note (he'arat azhara) is registered to record your right to the apartment.

  8. Step 8: Finalize the mortgage and pay on schedule

The bank completes the loan once there's a signed contract. Payments follow the contract's schedule, each one secured as the law requires.

  9. Step 9: Purchase tax and ongoing costs

Purchase tax (mas rechisha) is reported and paid within the legal deadline after signing. Municipal tax (arnona) and the building fee (va'ad bayit) start once you take possession.

  10. Step 10: Take the keys, inspect, and register

Inspect the apartment carefully at handover and report defects within the legal periods. Ownership is registered in your name once the building is registered, which can take time.

Israeli law was written to protect buyers like you.

Buying an apartment that isn't built yet can feel like a leap of faith from overseas. It shouldn't. These are the key protections Israeli law gives buyers of new apartments, and what to check for each.
Your payments must be secured
Israel's Sale (Apartments) law on securing purchasers' investments requires a developer who takes payments before handing over the apartment to secure them, most often with a bank guarantee, or another statutory security such as an insurance policy or a registered right in your favor.
Bank-supervised projects
Many projects are financed under bank supervision (livui bankai). Buyers pay through payment vouchers into a project account the bank oversees, which links each payment to its guarantee.
A legally required specification
The developer must give you a detailed technical specification (mifrat) in a prescribed form as part of the contract, describing the apartment, the building, and the materials.
A registered warning note
A warning note (he'arat azhara) is registered in your favor in the land registry, putting everyone on notice of your right to the apartment.
Defect and warranty periods
The law sets inspection and warranty periods during which the developer must repair defects. How long depends on the type of defect.
Compensation for late delivery
If delivery is delayed beyond what the law allows, buyers may be entitled to statutory compensation. Your attorney will explain how it applies to your contract.

Your attorney works for you

The developer's lawyer represents the developer. Through our team you'll work with an Israeli real-estate attorney who represents you, reviewing the contract, the specification, and the guarantees on your behalf. Use the before-you-sign checklist to follow along.

Please note: this section is a general, educational overview and is not legal advice. Laws change, and how they apply depends on the project, the contract, and your circumstances. Consult a licensed Israeli attorney before making any decision.

Why we only work with new construction.

Buying pre-sale has real advantages and real considerations. A good decision weighs both, so here are both.

The advantages

Pre-sale pricing
Buying before completion gives early buyers pre-sale pricing, at a discount to buying later in the project.
The builder's guarantee
Your payments are secured as Israeli law requires, most often with a bank guarantee.
First choice of units
Early in a project there's a wider choice of floors, layouts, exposures, and views, and time to request changes.
Built to today's standards
A brand-new home built to current codes, including a protected safe room (mamad), with statutory warranty periods.
Time to plan
Payments are spread over construction, giving you time to plan your finances and, if it's your path, your Aliyah.

What to weigh

  • Construction timelines can shift. Know the contract's delivery date and what happens if it slips.
  • Payments are often linked to a construction-cost index, which can raise the total.
  • There's no rental income until the building is complete and the apartment is delivered.
  • Exchange rates between dollars and shekels change what each payment costs you.
Model your payments and exchange rate

Come home together.

Some of the most meaningful moves aren't made alone. We help communities and extended families buy in the same project, or the same building, so you arrive with your people around you. We've done it before.

How we help groups

  • Agree the group's shared priorities, and each household's own needs
  • Find areas and projects that can take several buyers together
  • Run one organized conversation with the developer
  • Each household signs its own contract, with its own protections and attorney

Communities moving together

A shul, a circle of friends, or a group of families who want to build their next chapter side by side. We help you find an area and a project that can serve the whole group.

Families in the same building

Parents, grown children, siblings: close enough to share Shabbat, with each household in its own home. We help coordinate units that work for every generation.

Questions, answered.

Don't see yours here? Bring it to the free webinar or book a call.
Are the tools really free?

Yes. The upfront cash calculator, area fit finder, rental yield estimator, payment planner, and before-you-sign checklist are free to use, with no sign-up. They run in your browser and nothing you enter is sent to us.

Which areas do you recommend?

It depends on what you need the home for: living, investing, or both. On a consultation call or webinar, we'll share the areas we're focused on and the reasoning behind them, then you can compare them against your own priorities with the area fit finder.

What does "vetted projects" mean?

Before we show you a new-construction project, we check it: the developer, the location, the guarantees that secure buyers' payments, and the contract terms. You and your own attorney still review everything before you sign.

Do I need to be making Aliyah to buy an apartment in Israel?

No. Non-residents can buy property in Israel. Many of the people we work with buy now as an investment and a first step, and decide about Aliyah later. Tax treatment and financing can differ depending on your status, so we'll help you understand what applies to you and point you to the right professionals.

What does "pre-sale" mean, and why is it discounted?

Pre-sale means buying an apartment in a new project before construction is complete — often early in the process. Developers offer pre-sale pricing to early buyers, which is typically discounted compared with buying later. In exchange, you wait for the building to be completed and pay according to a schedule set out in your contract.

How is my money protected while the building is under construction?

Israeli law requires developers selling apartments before delivery to secure buyers' payments — most commonly through a bank guarantee, or another security the law permits. In many projects, payments are made through payment vouchers into a bank-supervised project account. See our Buyer Protections overview above, and always have your own Israeli attorney review the specifics. This is general information, not legal advice.

Do I need my own lawyer in Israel?

Yes. The developer's attorney represents the developer. You need a licensed Israeli real-estate attorney who represents you, reviewing the contract, the technical specification, and the guarantees before you sign. We work with attorneys we can introduce you to, or you can use your own.

Can I get a mortgage in Israel as a foreign resident or new immigrant?

Israeli banks do lend to foreign residents and to new immigrants, but eligibility, terms, and financing limits depend on your residency status and circumstances. Our mortgage broker can help you compare offers and get approval in principle before you sign.

What Aliyah benefits relate to buying a home?

New immigrants may be eligible for certain benefits connected to buying a home — for example, a potential reduction in purchase tax within defined time windows and conditions. Benefits and rules change, so we walk you through the current picture and recommend confirming your eligibility with the relevant authorities and a qualified advisor.

Can I visit the project before I buy?

Yes, and we encourage it when possible. If you can't travel right away, we can walk you through the plans, the specification, and the neighborhood remotely, and help you plan a visit.

Can a group of families buy in the same building?

Yes. We help communities and extended families find projects that can accommodate several buyers and coordinate the process. Each household signs its own contract and receives its own legal protections.

How does Homeward Israel get paid?

We'll explain our arrangement with our developer partner openly on your consultation call, so you know exactly how we work before you decide anything. Educational resources like our webinars are free.

Is the information on this site legal or financial advice?

No. Everything here is general and educational. Please consult a licensed Israeli attorney and qualified tax and financial professionals about your specific situation before making any decision.
